Has the auction of the $175 million Brazilian port terminal been delayed again?
According to foreign media reports, as Brazil's general election in October approaches, the progress of multiple infrastructure bidding projects has been affected. Among them, the leasing contract for the VDC29 solid bulk cargo terminal at the Porto de Vila do Conde in Pará state has once again been postponed, with the auction originally scheduled for this year possibly being pushed back to 2027.

Brazil's waterway transport regulatory agency, the National Waterway Transport Agency (Antaq), has formally requested that the Ministry of Ports and Airports reassess the leasing studies for the VDC29 terminal. The terminal is located within the organized port area of the Porto de Vila do Conde and is administered by the Pará State Port Company (CDP), which is subordinate to the Ministry of Ports and Airports.
The VDC29 lease area covers 67,448 square meters, with road and berth connections, and is planned for receiving, storing, and shipping solid bulk vegetable cargoes such as soybeans and corn. The contract has a 25-year term, with an estimated capital expenditure of approximately 910 million reais (about 175 million US dollars) previously, though the investment amount may be adjusted as the studies are reassessed.
Since 2024, the Brazilian government has made multiple attempts to auction the terminal contract but has consistently failed to do so. This year, another push was planned, but with the October elections for president, state governors, legislators, and senators approaching, political attention has shifted to campaign activities, forcing the bidding plan to be put on hold.
In recent years, Brazil has continuously expanded private capital participation in ports, highways, railways, and other infrastructure sectors through large-scale concession and PPP programs. Industry insiders generally expect that after the elections are settled, key projects including VDC29 will return to the agenda and continue to support the modernization of Brazil's logistics chain.
