Iran Blacklists 4 More Merchant Ships! Total Reaches 81
On September 27 local time, Iran's "Persian Gulf Strait Authority" (PGSA) once again updated its merchant vessel blacklist and warned that any charterer that pressures a vessel to transit the Strait of Hormuz without Iran's approval will be placed on the blacklist, and all of its vessels will face restrictions on passage.
The PGSA issued this warning following reports that some charterers had pressured captains to transit the strait without applying for permission in advance. In response, the PGSA said on social media platform X that shipowners must be vigilant against such illegal behavior by some charterers, and that once verified, the relevant charterers will be placed on the Non-Compliance List, and all of their vessels will be restricted from transiting the Strait of Hormuz.
The PGSA shared a screenshot of a letter purportedly from a shipowner. In the letter, the shipowner requested that a vessel be removed from the Non-Compliance List and explained that the responsibility for violating PGSA regulations lay with the charterer, not the shipowner or captain. The letter read: "The charterer demanded that the captain immediately carry out the transit, without completing the declaration, approval, and transit procedures in accordance with PGSA regulations. Under enormous commercial pressure, the captain had no choice but to comply with the charterer's voyage instructions."
The PGSA is continuously updating its Non-Compliance List. Since the last large-scale update increased the number of vessels on the list to 77, four more vessels have now been added, namely three vessels under Sinokor — the VLCCs "Algeria Prosperity" (IMO: 9534042) and "Ocean Loyalty" (IMO: 9375238), and the bulk carrier "Anna-Meta" (IMO: 9514406) — as well as the VLCC "Silver Shine" (IMO: 9421415) under Saudi National Shipping Company (Bahri).
It should be noted that "Silver Shine" is still listed on the list under its old name "Arsan," but the vessel completed its renaming in August this year.
